I. Operations
Breakfast 7:15 a.m.– 7:40 a.m. School Day 7:45 a.m. – 2:45 p.m. The school doors are not open until 7:15 a.m. No student will be admitted to the building prior to 7:15 a.m. Students arriving at school prior to 7:15 a.m. must enroll with the School Age Care Program (SACP). These registration forms are available in the main office or you may call the SACP office at 684-8646, ext. 231. Any child remaining at school past 3:15 p.m. must also be enrolled in the School Age Care Program. All building doors are locked at 3:15 p.m. with the exception of the SACP entrance. Our school day is from 7:45 a.m. – 2:45 p.m. Please note this is a slight change from last year. This time was adjusted to help facilitate traffic. School begins promptly at 7:45 a.m. If you are not in your classroom by that time you will be considered tardy. ALL first through fifth grade students arriving at school before 7:45 a.m. shall report directly to the gym. ALL Kindergarten students should report to the library. Students and parents should not stop by the classroom prior to going to the gym. Although you are encouraged to meet frequently with your child’s teacher, the teachers are using the few brief minutes prior to the start of the school day to make final preparations for their day. Parents are encouraged to allow their children the opportunity to develop responsibility by allowing each student to unpack his/her backpack. Any student arriving after 7:45 a.m. must sign in through the main office. The breezeway doors for car riders are locked at 7:45 a.m. Parents entering the building through the front entrance must sign in at the office. Parents entering the building from the rear entrance (morning availability only) will be required to sign in also. A school representative will be available with a sign-in sheet. TARDINESS It is extremely important that your child arrives at school on time. Being on time sends a message about the importance of your child’s education and gets him/her off to a good start. Students with excessive tardiness will be referred to the Principal’s office for disciplinary action. Parents will be notified when being tardy becomes a problem. A loss of privileges will result for students who are habitually tardy. Students tardy to school will be required to have a note from their parent or guardian. BEDFORD COUNTY SCHOOLS ATTENDANCE POLICY Attendance is a key factor in student achievement, and therefore, students are expected to be present each day that school is in session. Absences shall be classified as either excused or unexcused as determined by the principal or his designee. Excused absences shall include: 1. Personal Illness; 2. Illness of immediate family member; 3. Death in the family; 4. Extreme weather conditions; 5. Religious observances; or 6. Circumstances which in the judgment of the principal create emergencies over which the student has no control. 7. Other Following five (5) absences without adequate excuse, a student’s parent or guardian shall be notified in writing of the Bedford County Attendance Policy by an official of the school system. One copy of the notification shall be filed with the attendance supervisor, and one copy kept on file at school. All schools will issue excused and unexcused absences in accordance with school policy. An excused absence permits the student to make up schoolwork, at the teacher’s discretion, within five (5) days of returning to school. An unexcused absence denies a student the privilege of completing these assignments. It is the student’s responsibility to make arrangements with the teacher to get the makeup assignments. Parent notes may suffice for up to 5 absences; after 5 absences a doctor’s note is required. If a situation arises where the student knows ahead of time that an absence is required, i.e. a family trip, the parent must complete a Pre-approved Trip Request form that is available either in the front office or at the back of this handbook. All absences for this type of absence will be unexcused without prior notification and the principal’s signature on the Trip Request form. Any student who exceeds fifteen (15) absences per school year, without adequate excuse, will be denied credit. For elementary students, this means that the student may be retained. School officials are permitted to require a physician’s verification to substantiate an illness. Adequate excuse is generally interpreted as having medical verification or exemplary hardship. Hardship cases may be referred to a hearing of the Board. Any administrative decision regarding attendance may be appealed initially to the superintendent and ultimately to the Board. The appeal shall be made in writing to the superintendent within five (5) school days following the action or the report of the action, whichever is later. Student attendance records shall be given the same level of confidentiality as other student records. Only authorized school officials with legitimate educational purposes may have access to student information without the consent of the student or parent/guardian. Approved by the Bedford County Board of Education, any other questions or concerns refer to addendum 6.200 in the B.O.E. policy. RETURN TO SCHOOL AFTER AN ABSENCE OR CHECK OUT Students returning after an absence must give their excuse note to the Gym Teachers before the school day begins. After that time, admit slips will be given in the main office. The student must have a note from the parent/guardian with the following information: 1. Student’s full name 2. Date of absence 3. Reason for absence 4. Parent/guardian’s signature 5. Telephone number where parent/guardian can be reached The student will be given an admit slip marked excused or unexcused. Students will be allowed to make up work in accordance with the Bedford County Board’s Attendance Policy. See Attendance Policy. CHECKOUT POLICY Our school day ends at 2:45 p.m. We request that you check out your students only when absolutely necessary. Again, it sends a strong message about the importance of your child’s education when you limit check-outs to medical, dental appointments, etc. Only parents or legal guardians may authorize a student to leave school during the school day. Any parent wishing to personally check a student out during the day must come to the office and do so. Teachers are not to release a student from a classroom until notified by the office. Please do not go to the classroom to get your child. The parent will be required to sign the student out in the office. If there is a question of legal custody, the school reserves the right to require proof of custody before releasing a student. If you have a situation in which there are court orders denying access to your child by other family members, a copy of those papers must be on file in the school office. Check out by phone will only be allowed in cases of emergency. A school official must speak personally with the parent or guardian before the student will be released. Notes from parents/guardians are required for a student to check out for any reason. The note must contain the same information as above (Return to School). School officials will check the validity of any questionable note. Any note requesting a check-out which cannot be verified will not be accepted, and permission to checkout will be denied. Any student who checks out during the school day must bring a note from a parent/guardian the next day. Classes missed while a student is checked-out are subject to the same rules as regular absences. STUDENT WITHDRAWAL Students leaving this school during the school term for any reason must withdraw properly with a withdrawal form, which may be obtained in the office. All school debts and any lunchroom charges must be paid, all library books, and all textbooks must be returned. The school will not transfer records to any other school unless all debts have been cleared. Records will not be sent without the proper request from the receiving school. SCHOOL AREA EXEMPTION In order to attend Cascade Elementary School, students must live within the Cascade School district. Proof of residence will be required to verify a student’s address. Parents who request their child attend a school outside their own school service area should complete a Waiver Exemption Form. The form may be picked-up from the Bedford Board of Education Office, located at 500 Madison Street. The School Exemption Committee will review all exemption requests. Parents will be notified by mail if the exemption has been granted or denied prior to the start of school. VISITORS REPORTING TO THE OFFICE For the safety of your children, all visitors and parents MUST report to the office to receive a visitor’s pass, before proceeding to any part of the school building. When parents go to the classroom, this causes disruptions to the instructional process. Exterior doors are locked during the day. Please do not knock on a door and request that a student open the door. Visitor stickers are provided for identification and student safety. When visiting a classroom, visitors must wear visitor stickers. All visitors are expected to leave promptly when signing out of the office and return the visitor sticker when completing their business. The front of the building is a Bus Zone from 7:15 – 7:45 a.m. and 2:15 – 2:55 p.m. There is no visitor parking at that time. PARENT VOLUNTEERS AND PTO Parent Volunteers are welcome at Cascade Elementary. Please coordinate your schedule with the classroom teacher. Parents are also encouraged to participate in the PTO. TRAFFIC SAFETY Please help us to prevent the risk of serious injury by carefully adhering to all rules of traffic safety: 1. Do not drop off car riders in the bus lanes at the front of the building during bus times. A SIGN IS CLEARLY POSTED THAT LIMITS THE FRONT PARKING LOT TO BUSES ONLY BETWEEN 7:15 AND 7:45 A.M. AND 2:15 – 2:55 P.M.. IF YOU DROP YOUR CHILD OFF AT THE FRONT, YOU MUST PARK IN A DESIGNATED PARKING SPOT AND WALK YOUR CHILD ACROSS THE PARKING LOT. YOU MAY NOT PARK IN FRONT OF THE SCHOOL ALONG THE WALKWAY. 2. ALL parents must remain in their vehicles and in the car rider pick up line out back. 3. ALL car rider students will be dismissed simultaneously. 4. Students will stand, rather than sit, in the appropriate sections. 5. ALL people who pick up students from the car rider pick up will have a name placard on the dashboard of the car. Anyone without a placard must come into the building to sign the student out. 6. Each car rider student will be provided 2 name placards. 7. There will be two traffic pick up lines. The outside lane is for pick up of students from the elementary and the high school. The inside lane, the lane closest to the elementary, will be for elementary pick up only. 8. There will be 2 teachers with radios who will call students’ names to load vehicles. 9. Eight vehicles will load at a time. 10. Do not park in the bus loading zones at the front of the building between 7:15-7:45 a.m. and 2:15-2:55 p.m. 11. On Special Event Days, please use the large parking lot between the two buildings, or make plans to remove your vehicle by 2:15 p.m. If you are parking in the front parking lot on special event days, please pull up to the front sidewalk diagonally rather than horizontally. 12. Children are not permitted to cross the parking lot to the high school unless accompanied by an adult. If they are going to ride with older siblings, the sibling needs to drive over to facilitate pick-up. 13. Please have your children prepared before arrival at school, i.e. have backpacks packed, papers signed, and your child ready to exit their vehicle. REMEMBER: Our main concern is the safety and well being of everyone. SAFETY DRILLS Fire and tornado drills are held at regular intervals throughout the school year. Your children practice sitting quietly in enclosed areas in our building during a tornado drill and walking quietly outside during a fire drill. We also have a campus evacuation drill at least once during the year. In the event of a true emergency in which an actual campus evacuation would be necessary, we have made arrangements with the Shelbyville Recreation Center. Upon notification from us of an emergency situation, they will immediately dispatch their school buses to our site off the Bell Buckle-Wartrace Road. Our students will be housed in the gym at the Recreation Center. Please do not attempt to pick up your child from our campus or from our evacuation site on Bell Buckle-Wartrace Road. Listen to the local radio stations and report to the Webb campus for additional instructions. In the event of a chemical threat, we are prepared to seal off our cafeteria and kitchen areas. Our primary focus is to do everything in our power to protect our students. EMERGENCY CONTACT INFORMATION It is very important that we be able to contact you in the case of an emergency. We must have your CURRENT address and telephone numbers at all times, even if your phone number is unlisted! Please add your cell phone number to your child’s record when possible. Please notify our secretary and/or your child’s teacher if you change your address or telephone number. The school will keep this information confidential. INCLEMENT WEATHER PROCEDURES We like to be prepared in the event of inclement weather. Please complete the “Child Safety Form” and return to your child’s teacher. Early school closings will be announced on the local radio station WLIJ (1580 AM), at www.cancellations.com or you may call 684-3284, ext. 400. It is extremely important that we have updated information on file. MEDICATIONS If under exceptional circumstances a child is required to take prescription or non-prescription medication during school hours a designated person will assist the student in the self-administration of the medication. The student must be competent to self-administer medication. Before medication can be taken at school the parent must fill out and sign a medication form. The medication must be delivered to the office in person by the parent or a responsible adult for the student. Please DO NOT place medications in your child’s backpack. Parent must notify the school of any medication changes and a new form must be completed. The medication form and the medication bottle must match. Written instructions signed by parent will be required and will include: 1. Child’s name; 2. Name of medication; 3. Name of physician; 4. Time to be administered; 5. Dosage; 6. Possible side effects, if known, and; 7. Termination date for administering the medication There is a school medical form that must be signed and on file in the office before non-prescription treatments can be administered. No medication, prescription or otherwise, will be dispensed without the proper signatures. If your child needs Tylenol, or any other non-prescription medicine at school, it must be provided by the parent/guardian. We do not keep medications at school. Any other questions or concerns regarding medication refer to addendum 6.404 in the B.O.E. policy. FIRST AID Cascade Elementary School has a nurse to staff the school clinic on a part-time basis. She may be contacted via a beeper for situations that need immediate attention. Temporary first aid care will be given to sick or injured students. There is a very limited amount of over-the-counter first aid supplies in the clinic. The nurse or personnel (in the nurse’s absence) will check for signs of fever, upset stomach, or contagious diseases (pink eye, scabies, etc.). If there is no fever or otherwise discernable signs of distress, the student will be sent back to the classroom. If it is determined that a student needs to go home, the nurse or office personnel will make the notification to parents. In the event of an accident, an accident report form should be picked-up from the office, completed and then filed in the office. It is the parent's responsibility to notify the school in writing of any special condition, allergies, etc. concerning their child. Please note that parents of students with special problems must provide a telephone number of a responsible adult who can pick up the student at any time. Teachers will not administer any medicine to students. The parent must complete a school medication form to allow office personnel to dispense medicine to the student to self-administer. Parents may pick up a form in the office. Students are not to bring their own medicine back and forth to school; parents are responsible for bringing in and picking up any necessary medicine. Please inform the office of any health conditions your child may have. For example: Diabetes, seizure disorder, asthma, allergies, or any other health condition not listed. Identification of these students will assist health services to provide the best possible care for your child’s medical condition while at school. HEAD LICE 1. School wide checks will be done periodically throughout the school year. Prior notice is given via the newsletter.* 2. If a teacher or a staff member suspects or detects head lice infestation of a student, the student shall be referred to the office. 3. The student shall be isolated, under the direction of the principal, until he/she can be picked up. 4. According to the Board of Education Policy JGCC, the student may not attend school or ride the bus until it has been confirmed that they are free of lice and/or nits. 5. In the event the parent cannot be reached, the principal will inform the bus driver to isolate the student on the bus. Bus privileges will be denied until treatment is verified by appropriate officials. 6. You must have a note from the school health nurses in order to return to school and regain bus privileges. 7. If a child has not cleared for return to school within three days, their name will be referred to the truant officer. The child will be re-checked at the school in 7 – 10 days to confirm that re- infestation has not occurred. 8. Treatment procedures shall take no more than two (2) school days. (Absences will be counted as unexcused after two (2) days.) 9. It is advised that you check your child periodically at home also. *Any other questions regarding head lice refer to addendum 6.4031 in the B.O.E. policy. TELEPHONE USE Student use of the telephone during the school day is discouraged. Students will be permitted to use the telephone only in cases of emergency. Parents should make every effort to make arrangements for transportation, appointments, practices, etc., before the child leaves for school each day. In case of an emergency, we will make every effort to deliver phone messages to the student. If a parent must call with a message, please do so before 2:00 p.m. ROOM FEES Room fees are requested at the beginning of each year. Our room fees ($25.00) are used to purchase workbooks, weekly readers, classroom supplies, etc. This money needs to be paid as soon as possible in order to purchase supplies needed to begin the year. RETURNED CHECKS The amount of a returned check including banking fees must be paid with cash or a money order. II. ACADEMIC AFFAIRS TEACHERS All teaching staff at Cascade Elementary is highly qualified under N.C.L.B. guidelines. GRADING POLICY This school believes that the issuance of grades serves to promote continuous evaluation of student performance, to inform the student and parents of the student’s progress, and to provide a basis for bringing about needed changes in that student’s performance. Conduct grades are based on behavior and are not deducted from academic grades. Grades are given at the end of each six-week period and will be determined from daily work, written assignments, projects, and tests. The teacher will weigh the value of grades given for various assignments within the six-week period in computing the grades for each student. The remaining percentage should consist of the criteria which the teacher may elect to use, such as effort, class participation, homework, class work, etc., with the percentage for each being determined by the teacher. Grades are given for each academic subject in the regular classroom. Art, Music, Physical Education, and Guidance grades are given in the 4th and 5th grades. If you have any questions or concerns regarding the student curriculum, check B.O.E. policy 4.200-4.201 to find out how to access student curriculum. CONFERENCES Parent-Teacher conferences will be held at the end of the first six weeks to discuss your child’s progress in school. The teachers will be available to meet with parents on an individual basis at this time. The teachers will make appointments. We ask that you make every effort to attend your conference at the appointed time. If your schedule conflicts with the given appointment, we will be glad to rearrange the conference so that we can still meet. If the need arises for a conference at any time during the year, please do not hesitate to contact your child’s teacher. Call 389-0031 to set up a conference. Regular home/school communication is important for the success of our students at Cascade Elementary. NOTICE OF MEDIA PUBLICATION Photographs, video, and sound are a part of a school setting. Any published media will serve to educate students, promote the school or system, spotlight activities and/or reward student work. Published work may not be limited to, but will certainly include: school newspapers or newsletters, agendas, system calendars, yearbooks, and/or school and system websites. Safety will always be at the forefront of anything published. Care will be taken to exclude identifying student information in any published digital format. A parent has the right to request removal of any published media involving a child, and the media will be removed promptly. If permission is not granted, please notify your child’s teacher or principal immediately to obtain, complete, and submit a written notification of refusal for media publication of student. REPORT CARDS Report cards are issued every six weeks. They require a parent or guardian signature and have to be returned to school. A notice will appear in the local newspaper notifying parents of the date the report cards will be issued or you may refer to the school calendar. A special deficiency report will be sent to parents of students who are experiencing difficulty. These reports may be sent by any teacher during any grading period. There are two Parent-Teacher Conferences scheduled during the school year. Additional conferences may be scheduled with individual teacher/teachers as requested by the parent or teacher. If you have any questions or concerns regarding promotion, refer to addendum 4.603 and 4.603.1. HONOR ROLL Third, fourth and fifth grade students may achieve Regular Honor Roll or High Honor Roll by meeting the following grade requirements: 1. An average of 85 or higher in every grade subject. (Regular Honor Roll) (A – B) 2. An average of 93 or higher in every grade subject. (High Honor Roll) (A) 3. A student will not be eligible for the Honor Roll is any conduct grade is unsatisfactory. ATTENDANCE AWARDS At the end of each school year we will recognize students who have made the outstanding effort to attend school each day. Attendance awards are presented in two categories. Perfect Attendance is awarded to students who have attended school every minute of every school day. Outstanding Attendance is awarded to students who have attended school every day, but may have arrived late or left early. For more information on awards, refer to the addendum 6.708 in the B.O.E. policy. TEXTBOOKS All basic textbooks are loaned to students for their use during the school year. Workbooks and other supplies are paid for by the student. Textbooks are to be kept clean and handled carefully. The student will be required to pay for books that are lost, stolen, or damaged beyond use. For more information on the textbook policy refer to addendum 6.709 in the B.O.E. policy HOMEWORK 1. Homework assignments stem from class work, providing students an opportunity to apply, supplement and reinforce information that has been learned at school. 2. Homework also gives the student the experience of working by himself. This experience will help him to develop initiative, self-discipline, responsibility and independence. 3. Homework can be a vehicle through which teacher expectations, student progress, and the school’s curriculum are shared with parents. 4. As far as time spent on homework, a general rule is a maximum time limit of 15-30 minutes daily for grades 1-3, gradually increasing to 45-60 minutes daily in grades 4-5. 5. A special quiet time and place that is set aside every day for schoolwork or reading for the entire family encourages good study habits. III. STUDENT CONDUCT ALL SCHOOL RULES APPLY AT EVERY SCHOOL –RELATED FUNCTION. STUDENT OFFENSES AND DISCIPLINE PROCEDURES In accordance with Discipline Procedures of the Bedford County School System, offenses and required or recommended dispositions are outlined below for the information of school personnel, students and parents. Disciplinary action will include appropriate hearings and reviews and, in all cases, the rights of the individuals will be ensured and protected. For more information regarding discrimination/harassment and bullying/intimidation of students refer to addendum 6.304 in the B.O.E. policy. MINOR OFFENSES: 1. Classroom Disturbances (When not a serious disruption of learning opportunities for other members of the class) 2. School Disturbances 3. Use of profane, vulgar or obscene words, gestures, or other actions that disrupt school system operations 4. Committing academic dishonesty/cheating 5. Scuffling (running, pushing, tripping etc.) or committing physical acts which are less serious than fighting (as determined by the teacher and/or principal) 6. Rude, disrespectful behavior and/or refusal to carry out instructions of faculty or staff members. 7. Chewing gum, etc. in the building 8. Disrupting class 9. Failing to keep hands, feet, and objects to oneself 10. Misbehaving in the halls and/or cafeteria 11. Possessing radios, CD players, CDs, tapes, Gameboys, other electronic toys, etc. * 12. Littering 13. Being tardy to class 14. Violating the dress code 15. Restroom problems 16. Committing other similar minor offenses * These items will be confiscated. MINOR OFFENSES CONSEQUENCES: Minor violations will be handled by the teacher using discipline strategies, conflict resolution, and classroom management techniques such as a warning, loss of privileges, and parent notification. 1st offense: Penalty at the discretion of the Principal, Asst. Principal; may include time out in office, write offs, parent notification. 2nd and subsequent offense(s): may include corporal punishment, in-school suspension, etc. Office referral form: Sent home with student when student is disciplined by the Principal or Assistant Principal. MUST be signed by parent/guardian and returned. BUS REGULATIONS Riding the school bus is a privilege. Improper conduct on the bus will result in the privilege being denied. The bus is an extension of the school, and the same conduct is expected on the bus during the school day. Bus students are to go to the bus as soon as they are dismissed from school in the afternoon. Bus regulations are as follows: 1. Observe the same conduct as in the classroom. 2. Be courteous; use no profane language. 3. Do not eat or drink on the bus. 4. Keep the bus clean. 5. Cooperate with the driver, show respect to the driver and obey the driver. 6. Do not smoke or use tobacco products. 7. Do not be destructive. Students will be required to pay for damages to school seats. 8. Stay in your seat. Legs and feet should not be in the aisles. 9. Keep head, hands, and feet inside the bus. Do not throw objects. 10. Sit in seats assigned by the driver or principal, facing forward at all times, with books and belongings in their laps. 11. Students should never tamper with emergency doors. Learn your bus number and bus driver’s name, both morning and afternoon. There are video cameras in use at all times. PROCEDURES FOR BUS MISCONDUCT The bus driver shall report continued minor violations in writing to the principal or his designee of the school. The school administrator shall notify the student and parent in writing that another violation shall result in a 5 - 10 day suspension from riding the bus. Each subsequent violation shall result in an additional suspension, multiple minor offenses shall constitute a major violation and students become subject to permanent removal from riding any bus. In cases of a major violation, the bus driver shall report such to the appropriate school administrator immediately. Pending proper investigation and findings such a violation shall result in immediate suspension from riding the bus for not less than 10 days. A second violation of a major offense shall result in suspension from riding a bus for one calendar year. CLASSROOM RESPONSIBILITIES AND RULES Teachers will explain classroom expectations to all students at the beginning of each school year. All classroom rules will be posted in each room. Students are to observe these rules or be subject to disciplinary action. Repeated or excessive misconduct will result in the referral of a student to the office. PLAYGROUND RULES GRADES 2 – 5 1. Swing only forward and backward, no twisting or jumping out. 2. Do not throw rocks or mulch. 3. One person on the slide at a time when the path is clear. 4. No football. GRADES K – 1 1. Swing only forward and backward, no twisting or jumping out. 2. Do not throw rocks or mulch. 3. One person on the slide at a time when the path is clear. 4. No football. 5. No standing on seesaws; two at a time only. 6. No more than three at a time on the tire swing. CORPORAL PUNISHMENT The Tennessee State Legislature gives schools the legal right to administer corporal punishment. Corporal punishment is used as a last resort after other discipline techniques have been unsuccessful. Corporal punishment is only administered by the Principal or Assistant Principal in the presence of an adult witness. In the event corporal punishment is not a chosen option, parents may be called to remove their student from the school. Any other questions or concerns regarding corporal punishment refer to addendum 6.314 in the B.O.E. policy. HALLS Students should be in the hall only at the beginning and end of the school day, or between classes when they have special permission or specific duties that require them to be there. Hallway rules are: 1. Do not run in the halls. 2. Walk quietly. 3. Walk in a single file or as otherwise directed by the teacher. 4. During class change situations there should be no talking or no sitting in the hall. VANDALISM AND PROPERTY DAMAGE Our school building and equipment are made available through taxes paid by all citizens of Bedford County. Students who destroy or vandalize school property will be required to pay for loss or damages. Suspension or expulsion may result from the willful destruction of school property. Accidental damage to school property should be reported to a teacher or to the office immediately. This applies to buses as well. Any other question or concerns refer to addendum 6.311 in the B.O.E. policy. SOFT DRINKS/GUM Students are not permitted to bring bottled or canned carbonated drinks to school at all. Students may purchase soft drinks and snacks as a reward but only under the supervision of a staff member. Students may not make vending purchases without the supervision of a staff member. Students are not allowed to chew gum at school, unless given to a student during tests. STUDENT DRESS Students should be clean and well groomed. Clothing or hairstyles considered to be distracting, disruptive, or detrimental to the learning environment will be in violation of the dress code and will be addressed by the Principal. 1. Shoes should be worn at all times. For safety purposes it is recommended that students wear shoes similar to tennis shoes. 2. Shorts or skirts must be at least as long as the students’ extended fingertips. The following are considered in violation of the dress code and are considered an interruption to the educational process: • Bizarre hair colors or makeup • Sunglasses, hats, or head apparel (except for religious or medical reasons) • Shirts, blouses, or dresses that show a bare midriff, back, or chest during normal daily activities (this includes spaghetti string tops, strapless, and halter tops) • Any clothing which allows undergarments to be visible while standing or sitting • Sagging pants • Clothing with vulgar, profane, subversive language or symbols • Clothing with racial or ethnic slurs/symbols • Clothing with depictions of alcoholic beverages or any unlawful substances • Jeans with intentional holes are not allowed Students who are in violation of the code will contact their parents. Parents will be asked to bring appropriate clothing. If a parent cannot be contacted, alternative clothing will be found. If alternative clothing cannot be located, the student will be placed in an area away from other students for the rest of the day to complete their work. Tennis shoes are required for P.E. LOST CLOTHING AND OTHER ARTICLES Each year, hundreds of articles of clothing are left unclaimed at school. Many children cannot identify what they have lost. Please label coats, jackets, mittens, backpacks, lunch boxes, etc. Please check with the office from time to time to see whether or not your child has lost items. Any unclaimed items will be donated to Goodwill at the end of the year. IV. STUDENT SERVICES CAFETERIA The school cafeteria is maintained as a vital part of the health program of the school. To encourage good nutrition, a well-balanced lunch is offered at a reasonable price. The Cafeteria Manager, Mrs. Jeanette Mooneyham, may be reached at 389-0033. Lunch (student) $2.00 Breakfast $1.00 Teacher $2.75 Visitors $3.50 Reduced .40 Reduced .30 Each student has three accounts in which they can have money - Lunch, Breakfast, & Special Sales. Special items include reduced and low fat food choices. We ask that you consider paying for your child’s lunches every two weeks or by the month. Menus are prepared and sent home on a monthly basis. This will allow you to plan ahead for the days your child will eat school meals. Students who bring bag lunches may purchase a carton of milk or a juice type drink. The Bedford County Policy is to only allow your child to charge two days meals (breakfast and lunch). After two days of charged meals, students will be served an alternate lunch instead of the planned menu. Students will be served this alternate lunch until their charges have been paid. No special sales will be charged. Free and reduced lunch forms will be sent home the first week of school and are available in the office and in the cafeteria. These forms are available all year in case your financial status changes. We encourage you to take advantage of the availability of this Free and/or Reduced Lunch program. It is important to have records of families who are eligible for free and/or reduced lunch. The number of families who are eligible for this service affect our Title I program. Food allergy forms are available in the cafeteria for children who have specific food or milk allergies. These need to be completed, signed by your child’s doctor and returned to the cafeteria manager on a yearly basis. Students with documented food allergies will receive a replacement meal. The cafeteria management and your fellow students will appreciate your cooperation in the following areas. 1. Deposit all lunch litter in wastebaskets. 2. Return all trays and utensils to the dish washing area. 3. Leave the table and floor around your seat in a clean condition. 4. Use good table manners. Kindergarten students purchase ice cream only on Friday. If you wish for your kindergarten child to buy an ice cream you will need to send $.75 in a sealed, labeled envelope on Friday morning. If ice cream is the planned dessert for the day, the $.75 will be returned. There is a scheduled time during the day for students to eat a small snack if you wish to send one. First thru fifth grade students may purchase ice cream on a daily basis. TITLE I Title I is a supplemental reading program for students who may be experiencing difficulty in the classroom. We currently have one Title I teacher and she is a vital part to the entire school program at Cascade Elementary School. Title I is a federally funded program and we are only allowed to have Title I teachers if we qualify according to federal guidelines. These guidelines are dependent upon the number of students we have school wide who qualify for the Free and/or Reduced Lunch Program. LIBRARY The library is designed to make supplementary resources available to all students at Cascade Elementary School. Each classroom will have a scheduled time to visit the library. Books are checked out for two weeks at a time and may be renewed as needed. Late charges accrue at 5 cents each day for students in grades 2-5. Fines are forgiven if a student is absent, however, the student should return the book the first day back. The student is responsible for lost or damaged books and will pay for the replacement cost of the book. No books may be checked out if a fine is owed. Other visits may be made with the permission of the librarian in order to accommodate the Accelerated Reading Program. GUIDANCE SERVICES Counseling services are available to students at Cascade Elementary School through the guidance office. All classes will have a regularly scheduled session with the guidance counselor. Students are welcome to visit the guidance counselor at other available times, after the classroom teacher has made prior arrangements with the counselor for such a visit. Parents may also make appointments to meet with the counselor to discuss their child’s records, progress, etc. BOOKSTORE The bookstore is open every morning at 7:35. Most school supplies are offered at reasonable prices. Cascade Elementary tee shirts and sweatshirts are on sale at the bookstore. Each grade level has a different list of supplies that are requested. You will be provided a letter at our Open House that list specific supply requests. Local stores are provided a list for summer reference. SCHOOL - AGE CARE PROGRAM The School - Age Care Program SACP), is available to all students who are enrolled in the Bedford County School System. You may contact the SACP office at 684-8646 ext. 231. If you are interested in having your child complete their homework at SACP, tell the Site Director. DUE PROCESS Due process will include appropriate hearing and review, in all cases; the rights of individuals will be ensured and protected. Refer to addendum 6.302 of B.O.E. policy for more information. STUDENT’S RIGHTS AND RESPONSIBILITIES A student has full rights and citizenship as defined by the Constitution of the United States and assumes the responsibility to take positive actions relative to the Constitution, the laws of the State of Tennessee and policies, rules and regulations of the Bedford County Board of Education and Cascade Elementary School. TRANSFER OPTION FOR STUDENTS VICTIMIZED BY VIOLENT CRIME AT SCHOOL Under the Tennessee State Board of Education’s Unsafe School Choice Policy, any public school student who is the victim of a violent crime as defined under Tennessee Code Annotated 40-38-111(g), or the attempt to commit one of these offenses as defined under the Tennessee Code Annotated 39-12-101, shall be provided an opportunity to transfer to another grade-level appropriate school within the district. Additional information regarding this option may be obtained by contacting Title IV Director at 931-684-3284. V. STUDENT ACTIVITIES STUDENT COUNCIL Student Council elections are held in grades 4-5. Each homeroom will elect one girl and one boy as a representative. Officer elections are held for President, Vice-president, Secretary, and Treasurer. Student Council meetings are held after school. Student Council sponsors several events during the year and is a positive addition to our school. OPERATION READINESS Select kindergarten students and Cascade High School English students, collaborate to write a book. The high school students assist kindergarten students and become role models. 4-H 4 - H is offered to fourth and fifth grade students. The Agricultural Extension Service will meet with these students to organize a Cascade Elementary 4 - H Club for 4th and 5th grade students. CHORUS In an effort to offer our students a well-rounded curriculum, 4th and 5th grade students will be eligible to participate in a Student Chorus. Try-out information is available at the beginning of the school year. VI. TITLE I Title I Program/Migrant In order to meet the requirements of No Child Left Behind [Section 1111(h)(6)], at the beginning of each school year, any LEA that accepts Title I, Part A funding must notify parents of students in Title I schools that they can request information regarding their child’s teacher, including, at a minimum: (1) whether the teacher has met the State requirements for licensure and certification for the grade levels and subject areas in which the teacher provides instruction; (2) whether the teacher is teaching under emergency or other provisional status through which State qualification or licensing criteria have been waived; (3) the college major and any other graduate certification or degree held by the teacher, and the field of discipline of the certification or degree; and (4) whether the child is provided services by paraprofessionals, and if so, their qualifications.
