System Staff Development Goals

The Tennessee State Department of Education defines In-service as a program of planned activities designed to increase the competencies needed by all licensed personnel in the performance of their professional responsibilities. In this context, "competencies" are defined as the knowledge, skills, and attitudes, which enable personnel to carry out their tasks with maximum effectiveness. Five days of in-service education are required in the certified employee's 200-day contract. The Bedford County Department of Education has identified the following domains as important in meeting the system's goals.
  • Technology Integration in the Classroom

  • Education Law

  • Curriculum Development

  • Special Education

  • English as a Second Language

  • Classroom Management

  • Subject Matter or Departmental Related

  • Teaching Methods/Strategies

  • Title I

  • Career Technical Education

  • School Health and Safety

For the 2008-2009 school year, the building principal has the option to use up to 12 hours to select and provide in-service opportunities for his/her staff as long as those 12 hours fall within the focused domains identified by the system. The remaining 18 of the required 30 hours should also be guided by the system-identified domains. If the principal does not choose to utilize any or all of the 12 available hours, the remaining time should follow the same guidelines.

  Available Staff Development Opportunities

The system will provide opportunities during the summer and throughout the 2008-09 school year to receive these hours. Additional opportunities, such as departmental workshops or trainings that would enhance instruction in the classroom, could also count toward the 30 hours. Download the attachment below to obtain the Bedford County Department of Education Documentation of System-Essential In-Service Activity Form to document and explain any activity for which you have not signed a county in-service sign-in sheet. These forms will be submitted to a committee to check compliance to domains. [Examples: A math teacher who attends a workshop on using math manipulatives is in compliance and the hours would be approved; a math teacher who attends a music workshop is not in compliance and would not be approved.]

2008-2009 Staff Development Opportunities Outside of Bedford County that have been approved for In-service Credit.

(Be sure to fill out a Bedford County Department of Education Documentation of System-Essential In-Service Activity Form  to receive credit for attending. The form should have documentation of attendance attached to it. You might need to contact the sponsoring organization to register.)

The following is a list of Non-approvable activities for In-Service. This is not meant to be a comprehensive list:

1.  Parent-teacher conferences

2.  Teachers working in their classrooms

3.  Putting grades on permanent records

4.  Business meetings for a professional organization

5.  Coaching clinics/cheerleading clinics

6.  College coursework for credit

7.  Grading student placement tests

8.  Tutoring students before or after school

9.  Working at the teacher center

10. Kindergarten screening

11. Writing IEP's

12. IEP and 504 team meetings

13. Field trips not related to specific teaching assignment or during regular school hours

14. Analyzing transcripts/grades for student placement

15. Scheduling of students

16. PTO meetings

17. Teaching homebound students

18. Personal vacations

19. Girl Scout/Boy Scout activities

20. Workshops/Trainings not related to teaching assignment

21. Tours (unless pre-approved and related to teaching assignment - limited hours credit)
